Mental Health and Substance Use Disorder Grant Program Support
Ikaso developed and supported a grant program to help a state client distribute targeted investments for community-driven mental health and substance use disorder care.
The Challenge
Design and launch a grant program, utilizing federal stimulus money, to enhance the quality, integration, and accessibility of mental health and substance use disorder resources across a state, all within a legislatively prescribed timeline and in compliance with the requirements of State and Federal law.
The Outcome
Ikaso developed a unique grant program and application process to disburse over $55 million in funding to providers, community organizations, public school entities, municipalities, and other stakeholders. We widely disseminated the grant opportunity throughout behavioral health networks to ensure broad participation. After receiving nearly 70 proposals, exceeding our state client's expectations for participation, we supported the state’s evaluation and award process. We drafted grant agreements for over 35 awardees, memorializing outcome measures of success for each grantee. Finally, we developed comprehensive messaging to both inform state legislative and budgetary stakeholders and publicly announce the grant investments.
Values-Centered Approach
Ikaso employed our value of integrity throughout this project to ensure that these funds would be used to create necessary, lasting improvements to the behavioral health ecosystem in communities across the state. We solicited innovative proposals from local community-based organizations positioned to understand the details of their community’s needs. We also supported the meticulous review of the sustainability plans, including an analysis of pledged community resources to ensure that these grants would create change and bring important resources to communities for years to come.
